If anti malaria hydroxychloroquine and chloroquine works for Coronavirus Covid then why recovery % is low ?

The coronavirus COVID-19 is affecting more then 200 countries. Below is the chart as of March 31st, 2020, which shows total % recovered and % death. China leads total recovered % by 93.29% whereas UK and USA lags with 0.61% and 3.35% respectively. Total % death is highest in Italy with 11.39% vs lowest % death in Germany followed by USA at 1.93%

Yesterday, FDA issued emergency authorization of anti-malaria drug for coronavirus care, Just based on the chart it doesnt seem any of the 200 countries have been able to figure out drugs that work even though some claim anti malaria hydroxychloroquine and chloroquine works. May be China and Iran can share how they were able to achieve 93.29% and 33.52% recovery respectively.
